What software do we use to create web pages?
basically there are two groups: graphics apps and HTML apps, and pair of the browsers of course.
yet, outstanding masterpieces of the web could be created using just Notepad and Adobe PhotoShop.
however other tools needed to speed up your efforts, and that the things I list lower.

Imaging Tools

Adobe PhotoShop version 4.01 or newer.
Vast majority of images are made, viewed or sketched with PhotoShop

Alchemy MindWorkshop GIF Construction Set
This is a simple tool to create animated GIFs

Adobe Illustrator version 7.01 or newer.
This is the major vector graphics tool but you'll need it mostly to do manipulations with the type that you won't be able to perform in PhotoShop, and they work together well

Microsoft Paint - It's included with NT, 98 and 95.
It is very useful if you need to work with multilingual text, especially for asian languages

HTML Tools

Allaire HomeSite version 3 or newer
This is an advanced hands on HTML editor, great for multi-page projects as well as a simple single page

Microsoft Notepad - It's included with NT, 98 and 95.
It is very simple text editor, but NT version would let you use and save text in Unicode

Lugaru Epsilon version 8 or newer
This is an advanced EMACS-style programmer's text editor and can really speed you up

Adobe PageMill version 3 or newer.
Use this if you don't want to edit HTML or need to create something really fast
